There are no breaking changes in this release.

This release also includes the latest versions of:
- apiserver 1.15.38 to 1.16.42
- core-resources 24.4.660 to 24.4.668
- icmdotnet.mvc.theme 23.6.447 to 24.6.449
These updates bring in the following:
- A fix for the cookie banner to prevent it reappearing once you have dismissed it
- A fix for the site search to make sure it only shows the four most relevant suggestions (which is the documented behaviour)
- The My Account template now renders Form and User Request panels concurrently, improving performance
- The session timeout facility has been rebuilt. There are no changes to the documented behaviour or configuration, but the process is now more efficient, has a reduced number of "keep alive" calls and the "Concurrent modification warning" messages in the API Server console have been fixed

We've removed some redundant CSS that was requesting images that didn't existing and causing 404s.
